Unable to Add GhostDoc .msha file to MS Help Viewer

After I create a .msha help file from GD and try to add it in Help Viewer. It reports a security violation of an unknown Publisher. it asks me if I want to continue. When I select Yes, it does nothing and the help file is left in an 'Add' state in the Help Viewer. The event viewer reports this: DTD is prohibited in this XML document.  "Help Content Manager exited with error: FailOnUpdate "
